Enacted: 2020-06-16 ✅ Effective: 2021-01-01

📝 Overview

A State Council regulation governing the production, import, sale and advertising of cosmetics, classifying them as 'special' or 'ordinary' by risk. It protects consumers from false claims and harmful ingredients. It concerns shops, importers, influencers and sales platforms.

📜 The law text / key provisions

Key practical points:
• 'Special' cosmetics (hair dye, whitening, sunscreen, anti-hair-loss) need registration and prior approval; 'ordinary' ones need only filing.
• Imported cosmetics must be registered/filed and meet Chinese standards before sale.
• Claiming a cosmetic 'treats' diseases or has a medical effect is forbidden.
• The label must show ingredients, expiry and producer in clear Chinese.
• Those selling online or promoting via livestream are liable for the truth of claims and product safety.
• There are lists of banned and restricted substances, and breaching them brings recall and fines.

💬 Practical reading

💬 This is a general reading/opinion for orientation — not the official legal text nor legal advice.
If you sell, import or promote cosmetics (even in a livestream), you may not claim they 'treat' anything, and imported products must be registered and compliant. As a consumer, look for the Chinese label and expiry date. General orientation, not legal advice.
