Haiyan, whose seat is the town of Xihai, is the administrative center of Haibei Tibetan Autonomous Prefecture in northeastern Qinghai, near the shores of Qinghai Lake. Xihai was the site of China's first nuclear weapons research base, now the 'Atomic City' memorial. Its climate is a cold, dry highland one with long winters.
